Cicero District 99 has adopted a structured literacy approach to foundational reading instruction to better meet the needs of all learners. This evidence-based model provides explicit and systematic instruction in word recognition and decoding strategies, focusing on the following key components:

Phonology, Sound-Symbol Association, Syllables, Morphology, Syntax, and Semantics.

This approach benefits all students—including multilingual learners and those with identified reading challenges—by providing a strong foundation in how language works.

In addition to foundational skills, our reading instruction also builds students’ background knowledge, vocabulary, verbal reasoning, understanding of language structures, and overall literacy awareness.
