Our Multilingual Department is dedicated to supporting the academic, linguistic, social, and cultural development of students who are learning English as an additional language. We collaborate with families, educators, and the broader community to ensure multilingual learners thrive in inclusive, equitable, and culturally responsive environments.

Our mission is to help students develop English language proficiency while honoring and building upon their home language and cultural heritage. We provide high-quality instruction, equitable access to grade-level content, and a clear pathway to biliteracy and long-term academic success.

Multilingual learners—also known as English Learners or Emergent Bilinguals—are students whose home language is one other than English and who are developing proficiency in listening, speaking, reading, and writing in English. All families complete a Home Language Survey at enrollment. If a language other than English is reported, students are assessed using a state-approved screener to determine eligibility for multilingual services.

D99 is committed to validating the identity and experiences of our multilingual learners and their families. We believe that linguistic and cultural diversity is a strength, and we work to ensure all students receive the support they need to succeed academically and socially.

Our Dual Language Program further supports this mission by fostering bilingualism, biliteracy, and biculturalism. Through rigorous, research-based instruction in both English and Spanish, students are empowered to meet and exceed grade-level expectations while developing critical thinking skills and global competencies. Our goal is to prepare students for success in high school, college, and beyond—with a competitive edge in an increasingly interconnected world.

Program Descriptions

  • The primary goal of this program is to ensure that students master academic content while developing English language proficiency. This comprehensive, dual-language approach equips students to transition smoothly into general education settings—often with minimal or no additional English language support. Instruction is delivered in both Spanish and English, incorporating research-based English as a Second Language (ESL) strategies.

    Eligibility is based on a literacy proficiency score between 1.0 and 3.4, determined by the initial WIDA Screener or the literacy composite score from the ACCESS assessment.

  • The aim of this program is to provide structured English instruction that empowers students to confidently transition into a general education classroom with minimal or no additional English language support.

    Instruction is delivered exclusively in English, with targeted modifications and support from an ESL-certified teacher to ensure students fully comprehend the material.

    To qualify for this program, students must earn a literacy proficiency score between 3.5 and 6.0, based on either the initial WIDA Screener or the literacy composite of the ACCESS assessment.

  • ESL Services for Non-Spanish-Speaking Students

    The primary goal of this program is to provide structured English instruction that ensures students are well-prepared to transition into a general education classroom—often with minimal or no additional English language support.

    Instruction is delivered entirely in English, with appropriate modifications and supplementary support provided by an ESL-certified teacher to promote each student’s academic success.

    Eligibility criteria for this program include:

    • A literacy proficiency score between 1.0 and 6.0
    • An overall composite score of 1.0 to 4.7 on the ACCESS assessment, or 1.0 to 4.9 on the initial WIDA screener
  • These students are placed in a Transitional Bilingual Education setting, a short-term designation for immigrant students as defined by the Illinois State Board of Education.

    Students receive English instruction with native language support, along with Spanish instruction to aid in their language development and academic progress.

    This program is designed for recent immigrants to the U.S. who have been in the country for less than three years, have limited English proficiency, and have earned a literacy proficiency score of 1.0–3.4 on the initial WIDA screener.

  • ESL Services for Students with IEPs

    The purpose of this program is to support students in addressing both language development and disability-related needs as outlined in their Individualized Education Plans (IEPs).

    English as a Second Language services are delivered in self-contained classrooms by ESL-endorsed classroom teachers or through a push-in model by ESL resource teachers, serving students from pre-K through 8th grade.

    Students may also be mainstreamed into Transitional Bilingual Education classrooms for specific content areas, with bilingual program assistants available to provide additional classroom support.

    The purpose of the Dual Language Program is to:

    • Prepare students to compete both nationally and globally
    • Preserve and strengthen native language skills
    • Provide a rigorous academic environment that accelerates learning
    • Develop high levels of proficiency in two languages
    • Foster positive cross-cultural understanding and appreciation

    • One-Way Dual Language: Pre-K through 6th Grade
    • Two-Way Dual Language: Kindergarten through 6th Grade

Students may qualify by demonstrating proficiency in both English and another language—an honor that affirms their multilingual abilities and enhances future college and career opportunities.
